Doubt it's "in the middle of a refurbishing". CN 6200 has looked this bad at least since I first started going to CMST in 1969!

You are wrong, as seems to be common. As per posts on trainorders.com, they are in the middle of refurbishing it. Compare how it looks now to my shot from 2011 (http://www.railpictures.net/photo/488842/). Two noticeable changes are the addition of numberboards and a different logo on the tender.
