From the separating plow segments, I suspect it is a self propelled snow plow. Each end is the same; so with the two end pieces extended to meet the middle piece, the snow would be pushed th the right of the roadway traveling in the forward direction.

I would say snow removal, it is adjustable so you can push the snow to the left or to the right.

Appears to be some sort of snow clearing equipment. It reminds me of a Jordan spreader in a smaller version.
