Looking at that steel cabinet appearing thing I'm guessing it serves similar purpose to winterization hatches on 1950s and 60s EMD F-units, and GP and SD hood units. Here's my logic: if radiator fan on top of hood blows up and pulls in from hood sides, through radiator, then out through top; then the steel box is placed where it will both pull in warm air from engine compartment and reduce cold air coming in directly. Snow plow hue is one of brightest yellows I've ever seen.
