I was unaware that such a car existed, what's the story on it? I can't imagine it was purpose-built

Troy, the car was originally one of the prototype Viewliner Sleepers built in 1988 as AMTK 2301. Supposedly it was the last car built by Budd. It operated in revenue service from 1996-2003 (renumbered AMTK 62091 "Eastern View" from 2001-2003). It was put into storage in 2003 at Beech Grove, eventually being rebuilt into the "American View" and put back into service in 2014.

Which way is this car going? Is it being pushed or pulled. I know from experience that if it's getting pulled it'll give you some really weird optical illusions.

Rich, in this case the car was rolling away from the camera. Train #2 has a backup move out of the Houston Amtrak Station, which is probably why the "ditch lights" were on. I'd imagine they forgot to turn them off afterwards.
