Most likely these are the very same special oil tankers built some 30 or 40 years ago. They are all connected by flexible piping and can be easily drained with one plumbing connection and pumped dry as a train rather than draining individually. Looks like nobody has taken the time to repaint them. However, when they are in for maintenance, they are probably turned out quickly because these cars are part of a very tight schedule. During the Southern Pacific days, the oil cans were a very hot train and were given high priority over all trains on Tehachapi Pass. Shell oil demanded the train deliver the oil to the refinery by a certain time and that probably hasn't changed. That is also why the train is designed to be pumped out quickly.
