Seems to be something like PKP Ty2 (or Ty42 that is technically same). The picture is wonderfully filled with prehistoric techniques: Kriegslok with Wannentender, Halberstadter-like coaches and old-styled, but still manufactured that days by FSC, Żuk ("beetle") van!
A very nostalgic photo and still having wonderful colors for it's age!
