Went and looked up the location on Google Maps Street View. The views around the location alternate between October 2013 which doesn't have the rails in place and November 2018 where the rails have been replaced. In the 2018 views that green paint has been removed and building is plain tan brick with maroon trim, but the brick under the 2 front windows is more of a peach hue.

Yes, the line was torn out at this location for a while and the street here paved over. The line was re-installed several years ago but really don't go this far east, at least for now.
