I'm sorry I should have been more specific. I was a locomotive electrician for the Rock Island Lines at the Silvis shop when this photo was taken. I knew the foreman and the hostler. I was surprised when I was told "do it your self". If a stranger had asked the for the unit to be repositioned the hostler would have done it. Today no one operates a locomotive without a FRA locomotive engineers license.
