Trimount trucks instead of regular GE. Swapped from Alco's I wonder?

I think this type truck is was what initially GE used on their 6 axle locos.

Indeed these are early GE tri-mount trucks. The U25C was born out of the need for a six axle version of the U25B, a request brought forth by the builders of the Oro Dam. When GE realized they had no six axle models in their catalog, they quickly designed the U25C. The U28C was initially built on the frame of the U25C and basically patterned after the U25C, just more horsepower. The NP and CB&Q U28C models featured these offset tri-mounts. NP never rostered any six axle Alco locomotives for a truck swap.
