What purposes required the modification into the ugly beast?

Same question- why on earth is a special locomotive needed to pick up ties, rather than whatever engine is available?

Not really sure what the point is of the extensive modifications. It is worth noting that this is no longer considered a locomotive, and is operated with MOW personnel.

Brandon its heavily modified to make it NOT a locomotive so that a train crew isn't required to run it. It's basically considered a track machine/ MofW vehicle.
