This must be an electric only unit. Behind the front wheels look like the shoes that fun on the third rail. I found it odd to find a loco being delivered by another loco till it hit me that it had to be electric only

I think it can't operate under its own power until it fully tested & inspected. But awsome shot! I love railfanning around there.
