More than a few people think that the People's Republic of California IS a third-world country. This scene and what it shows is bad enough, but take a look at the massive homeless encampments in some areas, to say nothing of the people ... going to the bathroom on the streets of San Francisco. Tack on the massively-unsustainable public employment and the pension obligations it creates, and, well, California has major problems.

Shocking picture, but it's funny, I have spent a lot of time in 3rd world nations (West Africa, South East Asia, etc.) and graffiti is just not a thing there - they are too poor to spend money on spray cans, so "tagging" seems to be a 1st world problem. If this picture was taken in Africa the locomotives would be relatively clean but there would be much more garbage on the ground next to the train.
