The engines were rather revolutionary when they were first designed. They were originally sent to UP and SP for tests. However the program that spawned them was cancelled, and neither railroad wanted to bother. So the six built (3 UP, 3 SP) were sent back to the company. Eventually, Utah railway bought all six on the cheap from wabtec.
