The year is 2021 (PTC, PSR, etc.) and this sort of thing is still happening?

The other commenter and I had exactly the same thought on this. How does this happen it 2021!? I mean stack trains aren't the new fad of the year and wouldn't the railroad AND the train crew know by now that a stack train wouldn't clear this bridge or bridges in this case? There are videos online of similar incidents happening even in the last few years. Sheesh!

PTC has nothing to do with train makeup or dimensional loads. You would think the dispatcher would know better to send a train full of domestic double stacks down a line which can't clear them... but i'm just an armchair railfan
