With the 10 horn bells on each locomotive and cab car - is that 5 bells for English and 5 bells for French?

I heard that they have 10 horns because when they start the locomotives in the morning, they cannot test the horns because it is disturbing the neighbours around the garage. So they have 10 to be sure at least some will work.
