I notice there's no third rail right there. Do they have to be in the clear before taking on the overhead? Thanks.

I believe they do have to be clear of the third rail before releasing the pantographs. Note that the yellow signs on the catenary supports, which say "CHANGEOVER" and signal where to lower the pans, are well before the third rail too!
