"I got an idea...let's put a string of double stacks behind some piggybacks and see what the slack run-in does." Probably only 'old timer' engineers using stretch braking saved that from becoming a nice pileup.

This was pretty common practice of the era. In fact, they would even put frontrunners right on the headend. Even empty, those flatcars are relatively heavy, compared to other intermodal equipment. It really all depends on the trailing tonnage. If the train was under 5700 tons, there would be no restrictions on empty car placement. This train appears to be short, fast and light.
