Check date. This loco was part of Conrail (#1988) and later went to NS (#4072). I don't think WTNN received until sometime in the 2000-2008 range.

Strange, but i have a pic of this same loco there in 2010 and it's got narrow yellow stripes separating the red from the gray and black. I guess they decided to go with the simpler is better logic. .
