That is 1 strange looking critter. Is that an Alco RS-3 with a steam generator. Sounds like a passenger yard shunting locomotive similar to the FM TS12-44 locomotive built for the ATSF to work the Dearborn station in Chicago.

I just noticed the very high short hood on 5487, similar to some on the Western Maryland. How many other RS-3's were configured like this?
