Wonder what the testing is about since MARC has been operating these since 2018 (I have a photo of 81 in service at DC Union Station on April 11, 2018).
MARC regularly would share equipment with Amtrak during periods of peak demand. (e.g. the Wednesday before and Sunday after Thanksgiving.)
Perhaps this is in preparation for sharing equipment or perhaps it is part of possible expanded MARC service from Perryville, MD to Newark, DE (although the location of this photograph, Folcroft, is a bit north of Newark).

Or, perhaps it's simply acceptance testing, since the two Chargers were delivered to MARC only five weeks before the date of the photo.
