Per the Alberta Railway Museum's website: "9000 is historically significant because it was the first production road freight locomotive built for a Canadian railway. Although CN was a pioneer in some diesel-electric road locomotives in the late 1920s, all the production diesels owned by CN prior to 9000 were used in yard service"
