Hope is a good thing, perhaps the best of things. While SEPTA withdrew the PCC-IIs from service and that the Route 15 will have bus operation only indefinitely, concurrently construction seems to have been almost completed on the loop at Richmond & Westmorland. On Saturday, January 18, 2020, the tracks are fully in place, the poles awaiting wire to be restrung. On April 29, 2012, buses substituted for trolleys on this portion of the line due to various road and utilities construction projects, and the Sugar House Casino/Frankford & Delaware/Northern Liberties Loop extension was built along Frankford Avenue to accommodate the new service arrangement.
