A remotely-operated SD38-2 pulls a string of empty hoppers underneath the Cumberland Mine Prep Plant's flood loader. The Cumberland Mine RR is a unique operation that is unencumbered by FRA oversight, which grants them some degree of operational flexibilty. For instance, they're able to run their trains with just a single operator. Upon reaching either the Mine, the operator will disembark from the lead locomotive (after configuring it for remote operation), climb into the flood loader's control room, and operate both the train and the flood loader until the train is fully loaded and ready to return to the dock (where they will supervise the unloading of the train). It is truly a fascinating operation.
