Although it is not, Cologne Central Station acts as a stub-end station for ICE services connecting the north and south of Germany. This train had just made a station stop here, changed ends, and was on its way again. Trains that don't go through this painstaking process, instead, stop at Köln Messe/Deutz, just across the Rhein and within walking distance from the Central Station.
