I take it you were being sarcastic about the friendly Amtrak staff?? It looks to me like it is a "Non-Powered Control Unit" (NPCU) which is a EMD F40PH with the prime mover removed.

No ! I meant that sincerely. We spoke for almost 45 minutes and I was also given tips on other railfanning sites nearby. Yes it is a NPCU, the change was submitted yesterday and has not been updated yet.
