This happens here sometimes. There is a track that run through town that is only used 2 or 3 times a year. People always park on it and the crews have to hunt them down. A few times cars have been towed.

This train actually runs up the Lakewood Branch once or twice a week to deliver corn syrup and grain to it's end-of-line customer. I was just in the neighborhood (rather than at work) one Tuesday or Thursday and heard the horn ... by the time I caught up with it, this scene was already unfolding.

I doubt that the truck is blocking the loco, he is backing in or pulling out from a dock. The red SUV has his brake lights on and is waiting for him to finish backing in or pulling out. If I had to guess I would say backing in.

With the locomotive there, the truck attempted to maneuver into his loading dock. It took him about 10 minutes ... indeed he was clear of the area before the locomotive (eventually) got onto the block to pick up an empty. The white car was towed. BTW - the black car on the left also has a citation in the window! Rough day on this block.
