I don't know how much it cost to do, but I can tell you that MRS once owned a fleet of eight ALCO S-2's and one S-4, they planned on repowering most of them, but not all, with EMD equipment (they already owned 3 MP15DC's bought new from EMD). The cost of this one rebuild caused the Manny to instead purchase second-hand SW1500's to replace the aging ALCOs instead of rebuilding them.
