The 3421 is parked on the sleepy Rose Park spur. Historically, this trackage is a portion of the former D&RGW mainline from Grant Tower. When I-15 was built, the D&RGW main was moved east to it's current location along the UP at 500 West. This stub is a portion of that main.

They were probably involved with setting out part of the RBB&B circus train. The circus train's flat cars are stored on the Rose Park spur.
