Are the green signals facing the tracks for railroad use, since the street is a one way street?

Yes. Those green lights are for the train crews. If they are out as a northbound train is approaching (this one is southbound), it means the lights are probably not operating and that the engineer should be blowing his horn as warning. Trains passing down J Street (speed limit 8 mph) otherwise don't blow their horns, relying on the stoplight system for protection.

Pete - just saw this photo and I have to say it's an impressive one. Great light, and awesome composition. I keep looking at this one and I can't help but be drawn to the two young people in the background on the left side of the photo (Train's right)..the boy on the bike is looking back over his left shoulder to an older boy running towards the side of the train. I wonder what they were doing or what was so interesting back there? Still - neat photo!
