What was the NJDOT doing with these trains?

The NJDOT, as the precursor to NJ Transit, was running commuter operations. The trains were often referred to as the "Jersey Builder" in homage to the group of Great Northern/ Burlington Northern cars purchased by NJDOT from retired "Empire Builder" use.
