One of my Amtrak sources believes that this white lettering is simply the standard blue Scotchlite that has faded. I know I've seen Union Pacific units with white-ish lettering when their Scotchlite has faded, so his explanation makes some sense.

Craig is correct. If you looked at these units from the side, they letters and logo would look very light blue.
