Nice shot, but actually many Eastbound trains (especially longer or heavier trains) stop right there. I was told one time it was to set the brakes before heading down the hill.

A stop is made for two reasons. The air is set after the train stops. If it "kicks" or goes into emergency during the brake application, then a walking inspection is not required because the undesired emergency happened after the train was stopped. By stopping on the east side of the tunnels, the train is not stranded inside the tunnels if it does go into emergency.
