Beats me. It is illegal as heck for a drawbar/coupler to be painted anyway

As previously mentioned, it is against federal regulations to paint a coupler/knuckle, as paint may hide cracks and other defects. It probably wasn't illegal in 1974 (the date of the photograph). This BLW S12 is also equipped with foot boards. Of course foot boards were phased out years ago. Also note that the handrails near the corner steps are not painted a contrasting color (with white being the most common) for visibility. Contrasting paint on the handrails near the corner steps is also a federal regulation now. Lots of things have changed since 1974...
