Great picture, Ray. I'm not certain, but I think that relay box near the dead center of the photo has been there since the time when Dubuque Junction was a manned interlocking. The building was just west of the where the lead engine is, on the engineer's side. An outhouse was in the same vicinity as the relay box (Dubuque Junction had indoor plumbing when I worked there and the outhouse was storage for kerosene lamps, etc.)

Correction: After visiting this site in October (for the first time in 35 years), it is clear that Dubuque Junction was closer to the engineer's side of the second unit.
