From what I've heard, Colorado Railcar went out of business and was liquidated before this order was complete. Anybody know the status on their supply (or lack thereof) of equipment?

That looks similar to what the SMART trains are going to order for their new service (Larkspur, CA to Cloverdale, CA).

You can check out the Trimet website to see the WES service route map. A half-block behind where the photographer took this shot, the train diverged from the freight tracks at a four-way intersection/stop light. It's strange to see crossing signals and gates guarding all four sides, but they do because the tracks curve right through the middle of the intersection. Nice shot of the train on a sunny Oregon day.
