Definately not a VIA F40PH. The red light between the numberboards and the grab rails on the front are a giveaway. That unit is most certainly ex-Amtrak, if I had to guess, I would say it's an ex-MMA Herzog unit.

If my memory serves me, it should be a Harsco Track Technologies F40PH. I remember seeing them on the Geneva Sub in 2006 during the concrete tie project west of the suburbs. See http://railpictures.net/viewphoto.php?id=163967&nseq=3.
