Well Its not like UP can just say "we cant afford them right now so never mind". They have a signed contract with the manufacturers and to break that contract would be a massive fine.

Nice SP there. The more locomotives UP buys now, the less they need to buy in the future when traffic goes back up. I figure the poor economy as kind of a good thing for the railroads since they couldn't handle continuous traffic and congestion.
