It looks as if it could be Dumbarton Road, or what is referred to as "NA (North Acca)". The overpass in the background looks like I-64 and the plant on the left is now the Comcast building.....
Just a guess....but with the Yard Limit sign just to the left of the locomotive, thats my guess.

No question about it. The train has just passed through Acca Yard and is about a mile south of the current Amtrak station in Richmond. This train just departed Broad Street Station about six minutes earlier headed north to Washington.
