How many people are on the crew? I can count three outside of the engine unless that flagman up ahead is unrelated to the railroad. Either way, great shot!

It doesn't look like the flagman is part of the railroad. He's probably just working for the industry working the grade crossing.

There were construction trucks going back and forth across the crossing. The flagman was protecting the crossing and is not part of the train crew.
