Appears to be Chattahoochee Locomotive Company, Inc. 7123. One of their entries into the expanding low-horsepower switcher market.

It's a PL15B:4RS is a remanufactured yard/road switcher built from an EMD GP9 core. It has DDC-MTU 12-cylinder Model 12V4000 engine from Detroit Diesel rated up to 2,025 BHP provides over 100,000 pounds of starting tractive effort and is EPA and CARB (California Air Resources Board) certified for Tier 2 switcher duty service.

Detroit Huh, thats what I run, only a 60 series! LOL It is a ugley varmint for sure! Robert, you had to have ment a SW9? It would have been a funny looking GP9 on that frame and set of trucks! Great shot A.D.! I have shot a few of these CLC units my self, but they were rebuilt from Alco S series units. And in the same place. That think must be aquard to get on with those hand rails strait up. well, no worse than the old school stuff I guess...
