If my memory serves me correctly, I believe that Southern Railway Traded two Alco RS-3s to ET & WNC for two Consolidated type steam locomotives, to enlarge their steam program. This paint scheme is a simple modification of the SR scheme, with ET & WNC lettering, and was probably done by the Southern shops.
