The locomotive was built in 1948, among the last of new SNCF steam, and the great engineer Andre Chapelon had a role in the design. The 241P class served until 1972. The group doing the restoration on P9 is the AAATV Midi Pyrenees in Toulouse. According to their website, the retubing and restoration of the running gear were well advanced by November 2009, thanks to terrific support from the SNCF as well as a host of other sponsors. It wasn't clear from their site, but I wouldn't be surprised if she'd be steaming later this year.
