It shuttles locomotives from track to track, moving at a right angle across multiple sets of tracks. Think of it like a turntable that doesn't turn, but instead rolls in a straight line. The orange motor and big steel wheel (a gear?) appear to be the drive mechanism. My guess is that the chain wrapped around the big gear also travels around a small gear below to drive the wheels under the transfer table. This moves the table back and forth.
