Nice photo, what's the story behind the unused bridge?

You know, I'm not quite sure. It probably has to do with the abandoned "area" once occupied by the Pittsburgh and Lake Erie. The shops were very close to here and the headquarters and such were located just south of here across the river from Pittsburgh.
