The spreader is used to grade or contour the roadbed. You can tell there's quite a bit of wear on the blades from scraping the dirt. It can also be used for pushing snow, but it never snows in Phoenix.

Thanks, I did not know the spreaders were stout enough to push gravel / ballast around like that. I thought they were snow only.
