The steel banding was not so much to keep foamers out, as it was to keep mechanics out. Certain locomotives, like you mentioned were stored with the intention to be put back into service, when traffic levels increased. These locomotives got the steel banding to keep shop crews from taking parts from the locomotive to repair others. I don't believe any of the SD35s were put back into service once stored due to the large increase of C30-7As/C36-7s and SD40-2s coming into the roster around the same time.

Amtrak used to do that too. I remember the United Aircraft Turbo Trains had the same bands on them. Nice shot... and thanks for sharing. I don't think I put together at the time that SD35s were endangered, but I don't recall ever seeing one in the 1980s.
