The men climbing on top of the cars are most likely repairing any bottom doors that are broken or will not close. I've seen them at Wellsboro IN grain elevator checking each car to be loaded with grain. It saves losing a car of grain in transport on the rail bed.

I agree, taking samples of the grain.I have seen it done this way in St. Louis.Once We had to spot hoppers for loading at an elevator here 4 times.They kept calaiming it was food grade which earns more money, kept failing inspection.They ended selling it as animal feed grade for a reduced rate.
