Note the oscillating headlight which looks like those used by the CB&Q O5's like the famed 5632.

The Twilight of Steam Locomotives by Ron Ziel devoted a chapter to scrapping locomotives at this facility including an O-5. Perhaps someone took the headlight off on of the CB&Q engines just for fun.
