Is it just me, or is this a sister to White Pass's 90 series units? The "bow wave" on the nose is a dead ringer, albeit in different colors, to the WP&Y units. But now the big difference: I believe it has a Cooper-Bessemer V8, rather than an Alco 6 cylinder 251 model engine inside it.

Certainly you are right in that they are sisters of the WP&Y units, at least visually. Ferrocarriles Argentinos' 70 units numbered in the 5700's series came equipped with Cooper-Bessemer FVL12 diesel engines. The railroad also had 5 equipped with 12-cylinder ALCo. Model 244E engines and a similar carbody, numbered in the 6700's series.
