It's a train order board George. The railfan parking lot is seen before they closed it up and started arresting folks who went there, used to be prints of rail action posted on the pole alongside that car parked.

George...that the Train Order Signal....upper was the C&M Division (A-Line) lower was the Madison Line(J-Line). Thanks for sharing your photos....Tom.
